Moto G Stylus 2023 and google phone app visual voicemail

I have an unlocked stylus 2023 on consumer cellular using at&t network, both support visual voicemail but I can't get visual voicemail to activate. My wife has the exact same phone, provider, and network and her visual voicemail works fine. Anyone else have this issue and/or know a fix that works? I've tried everything suggested by both at&t and consumer cellular. Only thing I have not done yet is a factory reset.
